Basically, it can be said that no one can or may prohibit you from installing a stairlift in a block of flats due to the Equal Opportunities Act. Neither owners nor tenants have to agree to the installation of a stairlift.

The right under Art. 14 para. 1 GG (property) is not only available to a healthy person, but also to a disabled person. In this respect, reference should also be made to Art. 3 para. 3 sentence 2 GG, according to which no one may be disadvantaged because of their disability.
A reasonable co-owner must therefore be expected to show the necessary tolerance and understanding towards disabled people in particular.
However, it is essential to comply with building regulations so that the escape route for other residents is still guaranteed.

The escape route should be at least one metre wide. If this cannot be realised, it is possible to apply for a deviation. This reduces the minimum width from 100 cm to 80 cm. The clear dimension of the passageway always counts for the dimensioning.
In addition to securing the escape route, it is important that a certain rail height is not exceeded. When not in use, the chair must be moved out of the flight of stairs.
In the unlikely event that your stairlift suffers a technical defect during the journey, for example if the motors block, you should always make sure that an emergency lowering device is available!
